To strengthen the protection and application of intellectual property rights: It is necessary to enhance administrative law enforcement of patent, crack down on patent infringement and safeguard the interests of inventors. Lvliang will enhance promotion and commercialization of patents, establish a trading platform of patents, set up patent application funds and annual subsidies of patents, and form an environment for public innovation; improve the systems and mechanisms of intellectual property right protection, strengthen cooperation between competent authorities such as industry and commerce, quality inspection, and intellectual property authorities, improve the ability to create, apply, protect and manage intellectual property rights; carry out innovation in intellectual property mortgage financing and explore the establishment of an intellectual property investment and financing system. To facilitate trademark registration: It is necessary to strengthen trademark brand cultivation, trademark administrative guidance and special training, enterprise awareness of trademark brands; promote the experience of targeted poverty alleviation through geographical indications and benefit farmers with trademark brands. 69. To deepen the reform of patent application: It is necessary to reduce the overstocked review of invention patent, and cut the high-value patent review period by more than 30% by the end of 2019. Within five years, Lvliang will reduce the invention patent review period by one-third, and the high-value patent review period by half.
