Shanxi to enhance industrial development in 2024

In 2024, Shanxi will persist in upgrading traditional industries while bolstering emerging industries, focusing on constructing a modern industrial system. 

Energy revolution

Shanxi will secure its energy supply, build 150 intelligent coal mines and increase unconventional natural gas storage and production capacity.

The province will complete the renovation of 6.3-million-kilowatts-worth of coal-fired power generator sets, accelerate the construction of new energy bases in the coal mining subsidence areas of northern Shanxi, develop geothermal and biomass energy, and achieve an electric power installed capacity of 145 million kW, with new and clean energy accounting for 47 percent of the total.

It will start construction on the Datong-Huailai ultra-high-voltage outbound power transmission channel and two new energy collection stations as well as speed up construction on four pumped storage projects. 

Transformation and upgrading of traditional advantageous industries

Shanxi will promote the integration of electrolytic aluminum production capacity, and aims to increase the advanced steel process equipment proportion and utilization rate of coke oven gasification production and processing to more than 60 percent.

It will advance energy-saving and carbon reduction transformation in the steel, non-ferrous metals, and coking industries, establish 30 national-level green factories, and support the development of national-level green industrial parks.

It plans to become home to 50 provincial-level pilot demonstration enterprises for intelligent manufacturing and develop 20 national-level demonstration factories and applications.

More than six new public service platforms for research and development, design, inspection, and testing will be built, as well as six provincial-level characteristic professional towns. 

Development of strategic emerging and future industries

The province will incubate leading, core, specialized and innovative enterprises in different industrial chains, and aims to realize 700 billion yuan ($97.89 billion) in the annual revenue of 16 provincial-level key industrial chains.

It will make efforts to generate 180 billion yuan, 170 billion yuan, 140 billion yuan, and 110 billion yuan in revenue for industrial clusters revolving around high-end equipment manufacturing, electronic information, modern consumer goods, and comprehensive utilization of waste resources, respectively.

In addition, it will boost the general aviation industry, accelerate the construction of a demonstration province for general aviation, and develop future industries including high-speed maglev trains, green hydrogen energy, quantum information, and frontier materials. 

Expansion of digital economy

The province plans to improve the management and service system for data resources, accelerate the construction of gigabit cities, implement foundational projects for computing power and industrial chains, and integrate into the national integrated computing power system.

It will boost semiconductors and digital core industries such as information technology application innovation.

The application of 5G technology and identification resolution will be promoted. The construction of industrial cloud platforms such as smart city digital bases, industrial internet platforms, medical imaging, and meteorological data services will be advanced.

Moreover, Shanxi will develop national e-commerce demonstration bases and enterprises, expand Shanxi Data Traffic Valley, explore public data ownership and authorization, and carry out national pilot projects for data intellectual property. 

High-quality development of cultural and tourism industries

Shanxi will accelerate the construction of 10 cultural and tourism health and wellness clusters as well as 50 demonstration area projects, promote the creation of national tourism resorts in Taihang Xiyagou and Yunzhong River scenic areas, and advance the development of red tourism – tourism related to the history of the Communist Party of China – in Wuxiang county.

It will boost rural tourism and develop well-known tourism cities, counties, and towns. Tourism infrastructure and supporting tourist services such as catering, accommodation, transportation, and performances, as well as a visitor-oriented product service standard and evaluation system will be enhanced.
