Over the past 70 years since the founding of the People’s Republic of China, under the strong guidance of the CPC, the Chinese nation has stood up, grown rich, and become strong. Taiyuan, a resolutory base and an ancient city with rich culture has also experienced earth-shaking changes. Great progress has made in economic development, city appearance, coordinated development in urban and rural areas, ecological environment, and the lives of local people. Historic achievements and changes have also taken place in the development of various undertakings.

Since the 18th CPC National Congress, under the guidance of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and under the strong leadership of Shanxi Provincial Party Committee, Taiyuan has consciously implemented the five concepts for development, and actively adapted to the new normal of economic development. Taiyuan has taken the initiative to meet the new needs of the people, and made every effort to maintain stable growth, advance reform, make structural adjustments, improve living standards, guard against risks, and ensure stability. Great progress has been made in Party building and in various undertakings under the leadership of the CPC. In particular, in June 2017, General Secretary Xi Jinping brought us the cordial concern of the CPC Central Committee and directed the way forward when he was in Taiyuan during his inspection in Shanxi. Both cadres and masses of Taiyuan have deeply studied and implemented Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era and the spirit of the 19th CPC National Congress and conscientiously practiced the overall requirements and five major tasks put forward by General Secretary Xi Jinping. Like Shanxi, Taiyuan has achieved “one guidance with a two-pronged approach” and embarked on a new journey to fully expand a new situation on the basis of realizing the transformation from chaos to orderly management and from weakness to thrive.

Taiyuan has also resolutely upheld General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely upheld the Party Central Committee’s authority and its centralized unified leadership. Taiyuan has always integrated Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the spirit of the 19th CPC National Congress and the spirit of General Secretary Xi Jinping’s important speech during his inspection in Shanxi. Resolutely upholding General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely upholding the Party Central Committee’s authority and its centralized unified leadership have been used as the highest political criterion and fundamental political rule. Taiyuan has been moving towards new heights in enhancing political identity, ideological identity, and emotional identity, and making new progress in strengthening the maintenance of strength, ability, and effectiveness. The spirit of General Secretary Xi Jinping’s important speech during his inspection in Shanxi has been transformed into vivid practices of safeguarding the core in action. All the work has always been moving in the right political direction. After proposing the striving goal of building into a more civilized, open, prosperous, and beautiful city, Taiyuan has made scientific and appropriate adjustments to the economic and social development indicators of the 13th Five-Year Plan. The new missions and tasks endowed by the new era and the new situation have been transformed into practical actions to promote innovation drive and transformation and upgrading. Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era has taken root and blossomed in Taiyuan.

Taiyuan has accurately grasped the “four paths” pointed out by General Secretary Xi Jinping, and firmly taken the new road of innovation-led transformation. Shouldering the major historical mission of transformation and comprehensive reform specified by General Secretary Xi Jinping and the CPC Central Committee, Taiyuan has seized the key opportunities for the rise of central China and the comprehensive reform of the energy revolution, and firmly established and implemented the new concept of development. It is striving to find a way of industrial excellence, high quality, good efficiency and sustainable development. Taiyuan has unswervingly implemented the innovation-driven strategy. Guided by the construction of a national innovation demonstration zone on the sustainable development agenda, Taiyuan has fully played the advantages of innovation resources gathering, and increased investment in scientific and technological innovation to create an environment for encouraging innovation. It has also vigorously practiced the development strategy of prospering Taiyuan with talents. The science and technology-based small and medium-sized enterprises have shown blowout growth. Driving development with innovation and leading transformation with innovation have become a conscious action of the whole city. Taiyuan has unswervingly implemented the strategy of prospering the city with industries, determined the main direction of advanced equipment manufacturing, new material synthesis processing, and information technology, and maintained the strategic strength of project construction. The new industrial cluster leading transformation and development has initially formed. The industrial structure has achieved a historic reversal, and the coordination of the tertiary industry has been further strengthened.

Taiyuan has been striving to create a new situation with the powerful driving force of reform and opening up. The relevant central requirements and basic methods have been conscientiously implemented, and significant progress has been made in a number of powerful, quality and featured reforms. The reform of streamlining administration, delegating powers, improving regulation, and strengthening services has been deepened. The business environment featuring the least approval, the best process, the most flexible mechanism, the highest efficiency, the most quality service has gradually taken shape. The reform of separating and transferring the functions of water supply, electric power supply, heat supply and real estate management and the reform of collectively owned factories have been advanced fast. The reform of rural collective property right system has been carried out on a large scale and rural property circulation and trading markets have almost been available in all the counties and towns. Elected as the only county with obvious comprehensive reform results in public hospitals in Shanxi, Yangqu has been praised and rewarded by the State Council. Centered by the strategic goal of building into a new highland for opening up, Taiyuan has firmly grasped the major strategic opportunities such as the Belt and Road Initiative and the coordinated development of Beijing, Tianjin, and Hebei. It has extensively carried out exchanges and cooperation at home and abroad, and entered into close partnership with national think tanks and famous universities such as the Chinese Academy of Sciences and Tongji University, whose level of cooperation has been steadily improved. Taiyuan has forged friendly relations with 12 cities on five continents, whose fields of exchanges are being expanded and cooperative projects such as the Bayern Football School (Germany) are making good progress. Taiyuan has also actively expanded cooperation on foreign trade and production capacity. A total of 161 countries and regions have trade relations with Taiyuan. In 2018, the actual utilization of foreign direct investment reached USD 8.6313 million, and the amount of foreign trade imports and exports totaled USD 108.629 billion.

Taiyuan has firmly established the idea of people-centered development and shared the fruits of development through actual improvement results of people’s livelihood. Determined to fight against poverty pertinently, Taiyuan has thoroughly implemented the strategy of rural revitalization, continuously increased investment, and implemented the targeted level-by-level assistance. Yangqu County and Loufan County have gotten out of poverty, with the poverty headcount ratio decreased from 8.5% to 0.18%. Taiyuan has resolutely prevented and solved major risks, especially financial risks, correctly handled the relationship among reform, development, and stability, deepened special crackdown on gangsterism and crimes, and done a good job in letters and visits and stability and safety in production in an orderly manner. All areas of risks have been timely resolved and the overall social situation has remained stable and orderly. Taiyuan has strengthened efforts in its fight against pollution. By applying the strategy of developing the city with environment and the principle of prioritizing the improvement of atmospheric environment, Taiyuan has insisted on reduction in coal emissions, pollution prevention, control of vehicles, and dust decrease. As a result, the treatment of nine rivers has gained great results; the third phase of treatment and beautification project of Fenhe River has been basically completed; the treatment of Jinyang Lake has achieved initial result. In summary, the overall environmental quality of Taiyuan has been improved. The conviction that lucid waters and lush mountains are invaluable assets has been strongly confirmed and vividly implemented in Taiyuan.

Taiyuan has conscientiously implemented the general requirements of Party building in the new era and deepened the strict Party self-governance in an all-round way with the fearless courage of self-revolution. When all is calm forget no danger; when all is well be awake to woes. Taking political building as our overarching principle, Taiyuan has fought against formalism and bureaucracy and done a good job in reducing burdens on community-level officials. The implementation of responsibilities and active responsible actions has been strengthened. Taiyuan has endeavored more to improve work style, strengthen Party and government discipline, and fight corruption. The political ecology has been significantly improved, and good results have been achieved in the Party self-supervision and self-governance. Taiyuan has solidly fulfilled the duty of full Party self-supervision and self-governance, and completed the pilot work of reforming the supervision system in an all-round way. The supervisory committees at the city and county levels have been established with stationed organizations covering the city and counties for better connection and greater efficiency. Political building has been reinforced. Taiyuan has issued the Opinions on the Implementation of Strengthening the Party Political and Cultural Building to enhance education from ideals and beliefs and eliminate evil ones in virtue of revolutionary bases such as Taiyuan Liberation Memorial Hall and Gao Junyu Former Residence Memorial Hall. An honest and clean atmosphere has been increasingly rich. Taiyuan has also continuously advanced the construction of Three Bases, i.e., Base Work, Base Construction, Base Exercise, to escalate the political leadership, ideological guidance, mass organization, and social appeal of Party organizations at all levels. The working mechanism and pattern of leading grass-roots social governance and serving the masses of the people with Party building has basically taken shape. Taiyuan has been appraised as a model city of Party building at the grass-roots level by the Organization Department of the CPC Central Committee.

On a new journey in the new era, Taiyuan will hold high the banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. Taiyuan will keep firmly in mind the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment. Taiyuan will strengthen confidence in the path, theory, system, and culture of socialism with Chinese characteristics. Taiyuan will resolutely uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee’s authority and its centralized unified leadership. Taiyuan will pool the great strengths of all its citizens for reform and innovation to create a better Taiyuan with Chinese characteristics for a new era!
