On the occasion of the 70th anniversary of the founding of the People’s Republic of China, the earth-shaking lofty sentiments spring up when we look back at the magnificent development of Datong. The Chinese nation has achieved a tremendous transformation - it has stood up, grown rich, and become strong. Datong, a pearl on the great wall, is also continuously gaining more new glories.

Since the 18th National Congress of the Communist Party of China, especially since the visit of General Secretary Xi Jinping to Shanxi, Datong has experienced the period with the best quality and fastest development. Both the internal power and the external image have undergone significant and profound changes. From stabilizing the overall political situation to optimizing the political ecology, from solving structural problems to promoting overall transformation, from washing the soul of thought to building a firm loyalty, from close ties between cadres and the masses to rebuilding unity, from resolving social conflicts to building harmony and stability, Datong, like the whole province, has achieved a fundamental change from “chaos” to “governance” and from “exhaustion” to “prosperity”. It has embarked on a new journey of overall progress and revitalization. The goals of a beautiful Datong, a prosperous Datong and a happy Datong are getting closer and closer.

We have fully grasped the requirements of the new development concept and taken creating “One Leading Area” and being good “Two Top Soldiers” as our major missions. We have made overall plans to transform ideas, industries, energy and environment, deepened measures and made sustained efforts. The city’s economic operation has shown a trend of steady progress and steady improvement. We have been committed to striving to be a leading force in the province’s energy revolution. Taking the opportunity of carrying out a comprehensive pilot of the energy revolution, we have vigorously implemented the “breakthrough” action of the energy revolution. We have fully promoted the construction of the International Energy Revolution Science and Technology Innovation Industrial Park and the “Hydrogen Capital” New Energy Industry City. We have established an “8+1” cooperation mechanism with Datong Coal Mine Group, laying out the 10 major traction projects marked by Beijing Xinyan, Xi’an Longi and Shenzhen Vision Group. The “Energy Revolution” has taken the lead in interpreting the theme of Datong’s energy revolution. We regard the aviation industry as an important support, and take the opportunity of building a demonstration city for the development of the entire province’s aviation industry to form an aviation industry group and acquire China Air Cargo Co., Ltd. to achieve a “zero” breakthrough in Shanxi’s freight industry. We have taken innovation drive as the fundamental solution, focusing on key areas such as coal efficient utilization, smart grid, energy storage and energy conservation. We have carried out 100 high-tech scientific research projects and we have introduced 20 academicians and 71 experts to build a transformation think tank. State-level key institutes and enterprises such as the Chinese Academy of Sciences and Tsinghua University have settled in Datong, helping the “industrial structure reversal” to continue to consolidate and improve. The industrial output value has exceeded RMB 100 billion, reaching a record high. We have taken the revitalization of cultural tourism as a key link. We have made every effort to promote the three major projects of speeding up the construction of the ancient city, developing Hengshan Mountain tourism and expanding Yungang scenic spot. We have further promoted 100 cultural tourism projects and successfully held a number of major events such as Jackie Chan’s International Action Film Week and the ancient capital lantern festival. The number of tourists and the tourism income has increased by nearly 30% for four consecutive years. At present, the elements of Datong’s deep transformation are gathering continuously, and the intensity of new and old kinetic energy transformation is increasing, providing strong support for promoting high-quality development.

We have firmly established the clear guidance of “reform cannot lag behind and reform must go ahead”. We have adhered to the “three-three (Three Figuring-Outs, Three Analyzing, Three Levels)” approach to reform and have established three major mechanisms: leadership in charge, level upon level accountability and step-by-step supervision. Key reform tasks such as the reform of Party and government organizations, the reform of leader tenure system, post appointment system, and performance related pay system as well as professional, market-oriented and international management of the development zone and the reform of state-owned enterprises have all been completed. A number of pilot tasks such as the separation and transfer of the “Three Supplies and One Industry” and the integration of medical and health institutions have taken the lead in the province, forming a development trend of multi-point breakthroughs and speed-up leaps. In particular, the adjustment of some administrative divisions has been successfully completed, which has solved the problem of urban and mining suburbs that has restricted development for decades. We are committed to being the province’s leading force in opening up to the outside world. We have actively participated in the construction of “the Belt and Road Initiative” and the coordinated development of Beijing, Tianjin and Hebei. We have implemented the five major promotion projects of opening up to the outside world as a whole. Zhongguancun “Made in Wisdom” and others have settled in Datong. The construction of Beijing and Tianjin (Datong) new collaborative development district has started. Datong international land port has officially opened and the airport will be officially opened soon. Datong-Zhangjiakou High-speed Railway will be opened by the end of the year. The construction of the Great Wall Golden Triangle Cooperation Zone of “Ulanqab -Datong-Zhangjiakou” will continue to deepen. The major opening up pattern of east-west integration and south-north extension has taken shape.

We have been insisting on leading economic and social development by tackling poverty. According to the requirements of “Six-Accurate” and “Five One-batches”, we have focused on deep poverty, kept a close eye on “Two No-worries and Three Guarantees”, promoted 20 actions of eight major projects as a whole, implemented its unique working method, invested RMB 2.2 billion of municipal special funds, built the “Poverty Alleviation Supermarket” model, implemented the “Six One-batches” assistance, lifted 176,000 people out of poverty in 410 villages in the city, made Yunzhou, Yanggao and Lingqiu counties get out of poverty country as a whole, and reduced the incidence of poverty from 13.18% to 1.78%. We have coordinated the rural revitalization and poverty alleviation efforts, steadily pushed forward the construction of “One Line and Three Zones”, thoroughly implemented the ten major quality improvement and efficiency enhancement projects, “Datong Grain” has risen to a national brand, and the per capita disposable income of rural residents has increased by 10.2%, ranking first in the province. Fully learning from Zhejiang’s “Ten Million Project” experience, we have vigorously implemented the rural environmental quality improvement project, carried out six major special actions of “demolishing illegal structures and controlling chaos, garbage treatment, sewage treatment, toilet revolution, sanitary villages and clean energy”, built 200 demonstration villages and 1,000 renovation villages, and thoroughly improved the living environment in rural areas.

Adhering to the people-centered development concept, we have continued to increase the financial tilt in the field of people’s livelihood, and adopted various measures to promote the healthy development of education, employment, medical care, pension, housing, culture, social security and other undertakings. The annual financial investment in the field of people’s livelihood has reached more than 80%. We have stuck to the principle of consulting the people about government affairs, implemented the voting system for people’s congress representatives on people’s livelihood issues, maintained an orderly resolution of more than 10 people’s livelihood issues every year, and solved urban diseases such as parking difficulties, continuously improved public services and social security work, obviously increased the people’s happiness, sense of acquisition and sense of security. Firmly implementing Xi Jinping’s ecological civilization thought, we have continued to launch the three ecological campaigns of blue sky protection, clean water source protection and afforestation, and further promoted the management and ecological restoration of Hunyuan mine. The air quality has achieved six consecutive championships in the whole province. Datong Blue has become a famous city brand in the country, and the work experience in ecological environment protection has been commended by the State Council. We have consolidated the construction of urban infrastructure, promoted the “Four-zone linkage” in depth, successfully concluded the 10 billion urban construction projects, and further improved the quality of the city.

We have firmly implemented the general requirements for the Party’s construction and the Party’s organizational line in the new era. In accordance with the requirements of “Restoring Ecology and Cultivating Soil”, we have not forgotten “Danger” in “Governance” and “Worry” in “Prosperity”. We have promoted the extension and in-depth development of the all-round strict governance of the party to the grassroots level. We have accurately applied the “Four Forms”, continuously deepened the reform of the supervision system, effectively played the deterrent role of the inspection, resolutely rectified outstanding problems such as formalism and bureaucracy, continuously deepened the centralized rectification of “Inaction, Slow Action and Disorderly Action”, and continuously improved the social atmosphere of Party conduct and government style. We have stuck to the principle of first establishing rules for the selection of candidates, strictly implemented the cadre standard, actively implement the “Five Advocates and Five Objections”, issued two implementation opinions of encouraging cadres to take on new roles in a new era and accelerating the training of young cadres, vigorously commended 400 cadres as advanced models, promoted 172 outstanding cadres who were responsible and had outstanding achievements, and further created a good atmosphere of thinking, daring and doing good. We have continued to strengthen the “Three Basics” construction, implemented the “Three Major Actions” of upgrading grass-roots party organizations, optimizing rural leaders as a whole, and fulfilling the duties of Party secretaries. We have pushed forward the “Two Coverage Zeroing” and basically achieved the goal of “Overall Improvement and All-round Progress”. The Party’s ruling foundation has been further consolidated.

Every change and every achievement we have made lies in the correct leadership of the Party Central Committee with Comrade Xi Jinping at the core and in the fact that General Secretary Xi Jinping is at the helm. We will further deepen political construction and hold high the great banner of Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era. We will keep firmly in mind the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment. We will strengthen confidence in the path, theory, system, and culture of socialism with Chinese characteristics. We will resolutely uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee’s authority and its centralized unified leadership, in order to ensure that the central and provincial party Committee’s decision-making arrangements are implemented in Datong, and ensure that Datong’s various undertakings are always moving in the right direction. We will further deepen the transformation and development, make every effort to build a “Pilot Region”, be a good “Two Top Soldiers”, speed up the construction of a modern industrial system, and walk out of a new road of sustainable development with excellent industry, high quality and good benefits. We will further deepen the reform and opening-up, not change our mind or our way, and focus on key areas, key links and obstruction issues. We will make greater, faster and more realistic steps and resolutely move forward along the correct course of 40 years of reform and opening-up. We will further deepen the improvement of people’s livelihood, resolutely win the battle against poverty, speed up the improvement of people’s livelihood, prevent and resolve major risks, continue to consolidate the foundations of Datong Blue, Datong Green and Datong Clean, and make the life of the city’s masses better and better year by year. We will further deepen the strict administration of the Party and continuously improve its ability and determination to set direction, overall situation, policies and reforms. We will not forget the initiative mind, keep in mind the mission, take on a new role in creating a new situation of development with a new attitude, strive to write a magnificent chapter of beauty, wealth, happiness and harmony in the new era, and present a tribute to the 70th anniversary of the founding of the People’s Republic of China with outstanding achievements.
