Xinzhou Has Continuously Promoted the Construction of a State-level Hygiene City, a Landscape Garden City, an Intelligent City, a Civilized City, and a Universal Tourism Demonstration City (“the Construction of the Five Cities in One”)

 

 

The experience of “relocation of a whole village” is known across the whole country, and Songjiagou, Kelan County, Xinzhou has been a model. The picture shows the Songjiagou Township in Kelan County with many visitors.

The flange industry in Dingxiang County has built 6 state-level and 2 provincial platforms, 1 academician workstation, and the flange export has been the first in the country.

There were 70 years characterized by a magnificent upsurge and stupendous changes. In the 70 years of the great leap of the People’s Republic of China, under the strong leadership of the Party Central Committee and the Provincial Party Committee, Xinzhou has sought for progress with the motherland and Shanxi Province, realizing the historical changes from enduring impoverishment and long-standing debility to flourishing prosperity, the historical turn from inflexible close to reform and opening up, and the historical leap from poverty and blankness to primary well-off society phase, has taken a solid step on the road of building a well-off society in an all-round way, and has imprinted a glorious mark in the historical process of the development of Xinzhou.

In recent years, we have adhered to President Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era as the fundamental root, consciously implemented the “1661” development strategy in accordance with the idea of “Shanxi Provincial Party Committee’s requirements on “one guidance with a two-pronged approach” of Shanxi Provincial Party Committee, and resolutely broken through the closing situation in the six sectors including “location, transportation, economy, culture, thoughts and strategies”. The City has insisted on development in the context of macroscopic provincial and national situations, clarified the development orientation of Xinzhou as the “main battlefield of the six main battlefields” in the Province, and opened up Xinzhou’s new journey of the reform and opening up in the new era. In 2017, General Secretary Xi Jinping inspected Shanxi Province visited Xinzhou. It was an event of special significance in the development history of Xinzhou, and further pointed out the direction for the development of Xinzhou. The cadres and the masses of the City have been greatly encouraged and inspired. The endogenous power and external image concerning the development of Xinzhou have undergone major and profound changes, and Xinzhou, together with the whole Province, has comprehensively expanded new situation on the basis of realizing the transformation from chaos to orderly management and from weakness to thrive.

We have insisted on the overall planning of the economic and social development through poverty alleviation, and resolutely taken poverty alleviation as the biggest political task. We have established a city-level poverty alleviation system and fully implemented the “3659” poverty alleviation strategy. The number of rural poor people dropped from 467,400 in the initial period of the registration to 53,700, and the incidence of poverty fell from 19.81% to 2.28%. A total of 6 counties have been lifted out of poverty; the proportion of poverty-stricken counties and non-poverty counties achieved structural breakthroughs; and the performances of poverty alleviation have ranked in the first array within the Province. We have vigorously promoted the relocation of whole villages; through the City, a total of 797 villages were relocated; the registration of 533 villages was canceled; and a historical breakthrough has been made in the optimization of the administrative village layout.

We have fully implemented new development concepts, and promoted the high-quality transformation and development of the economy. With advancing the supply-side structural reform of agriculture as the main line, we have insisted on expanding and upgrading grain brands, achieved structural breakthroughs in agricultural planting, and made a historic breakthrough in the construction of “China’s Capital of Food Grain Capital”. We have vigorously promoted the optimization and upgrading of the industrial structure, realized the new energy-based installed capacity exceeding the thermal power installed capacity for the first time, and achieved structural breakthroughs in the new energy proportion. The added value of the non-coal industries accounted for more than 50% of the industrial added value, and the development of the coal and non-coal industries realized a major structural breakthrough. The private economy GDP accounted for more than 50%, realizing a structural breakthrough in the economic system. We have built a strategic pillar industry of the cultural tourism, focusing on creating the three world heritages, including Wutai Mountain, Yanmen Pass (the Great Wall Section) and Guancen Mountain-Luya Mountain (3 categories), and made outstanding progress in building a “Chinese dragon-type” tourism pattern.

We have been committed to building a new pattern of opening up to the outside world at all dimensions, vigorously implemented the open strategy of regional development and cooperation, actively integrated into the integrated development strategies of the Belt and Road and the Beijing-Tianjin-Hebei and Shanxi Central Basin urban agglomeration, and connected and served Xiongan New Area. Wutai Mountain Airport has been open to air traffic; the Yuanping-Taiyuan Section of Datong-Xian High-speed Railway has gone into operation; the planning and construction of the Xinzhou-Xiongan High-speed Railway, the open of the Wutai Mountain Airport Temporary Port and the establishment of Xinzhou Customs have been approved. The City has realized the county-level network of expressways and railways, and has entered the age with air services, high-speed railway services and port opening.

We have insisted on treating the people’s longing for a better life as the fundamental starting point and the final result. The City has comprehensively advancing “the construction of the five cities in one”, and built state-level hygiene towns and counties in 13 counties and 8 towns, ranking first in the province and in the forefront of the country. The reputation, livability and city competitiveness of Xinzhou have achieved qualitative leaps. The urban and rural population has achieved structural breakthroughs. The level of health guarantee has been continuously improved, and the participation rate of rural cooperative medical care has reached 98.98%. With the main line of “reform, standardization, and development”, the City has constantly advanced the reform of the school-running model of primary and secondary schools, the management reform of “governance by a county government and employment by a school” system for compulsory education teachers, and the consolidation project for junior high school education, and made an important step in the education cause.

We have comprehensively strengthened Party leadership and built a good political ecology. Taking political building as our overarching principle, Xinzhou has resolutely put political disciplines and political rules, the leading role of Party members and cadres, and the first responsibility of the top leaders at the forefront, and been strict with the administrative teams, discipline compliance, style of work, typical cases and grassroots work. The Party members and cadres of the City have consciously supported, safeguarded the core, and followed the core. Xinzhou has strictly contained bad atmosphere and established positive disciplines, achieving and continuously consolidating the overwhelming victory in the anti-corruption fight. We have established the correct orientation of employment; the construction of the Party’s grassroots organizations has been continuously promoted; and the cadre team has demonstrated a new style of “reform, innovation, aiming higher and working harder”.

Even if the situation is difficult, we are not afraid to overcome the predicament. Standing in the important historical node of Xinzhou’s reform and development, facing the “two centuries” goal, we will continue to be guided by President Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, and thoroughly implement General Secretary Xi Jinping’s important speech spirits during his inspection in Shanxi. We will keep firmly in mind the need to maintain political integrity, think in big-picture terms, follow the leadership core, and keep in alignment. We will strengthen confidence in the path, theory, system, and culture of socialism with Chinese characteristics. We will resolutely uphold General Secretary Xi Jinping’s core position on the Party Central Committee and in the Party as a whole, and resolutely uphold the Party Central Committee’s authority and its centralized unified leadership. Based on the development orientations of Xinzhou as the core strength for alleviating poverty within the whole Province, forging the “three major sectors” of cultural tourism, creating ecological environment, leading energy reform, and opening to the external, Xinzhou will continue to promote a series of new great struggles that are consistent with the City characteristics, and promote new major breakthroughs in various works. To start a new journey, we must comprehensively accelerate the development of high-quality transformation and promote major breakthroughs in industrial restructuring. We will adhere to the strategic position of transformation and development, take the adjustment of industrial structure as the main direction, focus on the “three major goals”, seize the major historical opportunities, further plan and promote a number of major projects, vigorously develop strategic emerging industries and new energy industries, and realize new high-quality, good-efficiency and sustainable developments of superior industries.

To start a new journey, we must enhance the momentum and vitality of expanding new progresses, and make major breakthroughs in promoting comprehensive and deep reforms. We must continue to deepen and consolidate the achievements of the great discussion on “reform, innovation, aiming higher and working harder”, grasp the initiative and new opportunities for reform, and further stimulate the driving force for reform and innovation. We will comprehensively promote the reform of the central rural collective property right system, and continue to deepen the key reform tasks concerning development zones, state-owned enterprises, tourist attractions (spots), and urban and rural compulsory education integration at a county level, actively integrate into major national strategies such as the Belt and Road, the Beijing-Tianjin-Hebei regional cooperation, and Guangdong-Hong Kong-Macao Greater Bay Area and the Yangtze River Delta, and expand all-round exchanges and cooperation. We will further optimize the business environment, support the development of private enterprises, and strive to promote the transformation from a resource-dependent mode to an innovation-driven mode.

To start a new journey, we must resolutely win the battle of poverty alleviation and make major breakthroughs in promoting rural revitalization. With poverty alleviation as the general guidance, we will take the targets of “having to worry about food and clothing, and offering the guarantees of compulsory education, basic medical care and housing security” (“the 2 No-Worries and 3 Guarantees”) as the basic requirements and core indicators to ensure our triumph. We will promote the integration of poverty alleviation and rural revitalization, adhere to the policy orientation of prioritized development of agriculture and rural areas, continuously deepen the supply-side structural reform of agriculture, vigorously develop organic dry farming, accelerate the construction of “one capital and four townships” base, and promote the development of agricultural industrialization, and make every effort to improve the senses of well-being, happiness and security in farmers.

To start a new journey, we must comprehensively improve the quality of Party building and promote major breakthroughs in building a team of high-quality professional cadres. We will prioritize political construction, and further strengthen the Party’s overall leadership. We will continue to strictly contain bad atmosphere, establish positive disciplines and fight against corruption, be strict with political supervision, and continue to consolidate the overwhelming victory of anti-corruption. We will actively benchmark the education themed “stay true to the mission”, resolutely break down formalism and bureaucracy, further inspire the enthusiasm, initiative and creativity of the Party members and cadres, and fully promote the construction of high-quality professional cadres in the new era. We will gather strengths to ensure the realization of various strategic goals, and strive to write the Xinzhou chapter in the new-era socialism with Chinese characteristics!
