The Open Economy Development Plan of Shanxi Province during the 13th Five-year Plan Period

Open development is not only an urgent requirement for Shanxi Province to promote industrial transformation and upgrading and solve the predicament of resource-based economy, but also a realistic choice for Shanxi Province to deepen reform in an all-round way and achieve the goal of enriching the people and rejuvenating the province. The Open Economy Development Plan of Shanxi Province during the 13th Five-year Plan Period is formulated in accordance with the Outline of the 13th Five-year Plan for National Economic and Social Development of Shanxi Province, in order to speed up the development of open economy in Shanxi Province, foster new advantages of win-win cooperation and promote the development of Shanxi Province through opening up.  

I. Planning Foundation and Situation

(1) Development background of open economy during the 13th Five-year Plan period  

During the 12th Five-year Plan period, Shanxi Province actively coped with the complicated and everchanging economic situation and downward pressure at home and abroad, insisted on promoting reform and development through opening up, strived to build a new open economic system, and actively forged new advantages of open economic development. The investment environment of the province was further improved; the paces of "bringing in" and "going global" were further accelerated; international exchanges and regional cooperation were further deepened, and new progresses were made in the open economy, which played an important role in promoting the economic growth of the whole province.

Significant results were achieved in attracting foreign investment. During the 12th Five-year Plan period, 232 new foreign-invested enterprises were approved and established in Shanxi Province, with contract amount of foreign capital reaching USD 4.893 billion, and foreign capital actually utilized reaching USD 13.206 billion, up 43.6% compared with that of the 11th Five-year Plan period. Classifying these enterprises by industry, 8.61% of them were in the primary industry, 45.93% in the secondary industry and 45.45% in the tertiary industry. The sources of foreign investment tended to be diversified, and the quality and efficiency were further improved. Among the Global 500 companies, 31 overseas enterprises invested in Shanxi Province, and a number of well-known enterprises such as Siemens, Sembcorp and Fonterra settled in Shanxi Province, which promoted the upgrading of traditional industries and contributed to the cultivation and growth of strategic emerging industries in Shanxi Province.

Foreign loans were utilized to achieve steady development. During the 12th Five-year Plan period, Shanxi Province made full use of the advantages of international financial organizations' loans (grants) and intellectual resources, used USD 1.737 billion of foreign preferential loans and USD 50 million grants to vigorously support major projects in the fields of poverty alleviation and development, urban and rural infrastructure, clean energy, eco-environment protection, medical and health education, provided planning and policy references for the reform and management innovation in relevant industries, and promoted the reform, development and institutional mechanism innovation of key industries and fields.

Positive progresses were made in "going global". During the 12th Five-year Plan period, the enterprises in Shanxi Province set up 141 overseas enterprises, with a cumulative outward investment of USD 1.5 billion, up 178% compared with that of the 11th Five-year Plan period. 20 enterprises in Shanxi Province contracted for building overseas projects, and achieved turnover of USD 3.2 billion, up 14.3% compared with that of the 11th Five-year Plan period. International production capacity cooperation was steadily promoted. State-owned enterprises headed by TISCO, Taiyuan Heavy Machinery Group Co., Ltd. (TZ) and Shanxi Construction Engineering (Group) Corporation, and a number of private enterprises have actively carried out overseas investment and overseas M&A in the fields of energy and mineral resources, manufacturing, construction, scientific and technological research and development. New progresses were made in the construction of the Shanxi-Africa Economic and Trade Cooperation Zone (Mauritius).

The structure of foreign trade was optimized significantly. The total import and export volume of Shanxi Province increased from USD 12.58 billion in 2010 to USD 14.72 billion in 2015, with an average annual growth of 3.2%. The proportion of electromechanical and high-tech products exports reached the highest level in history, reaching 63.4% and 47.03% respectively in 2015. Mobile phones and stainless steel became new export-oriented products, while railway equipment, mining equipment and fertilizer became new growth points of exports. There were 175 foreign trade countries and regions, and the proportion of trade volume with developing countries and emerging markets and countries increased substantially, the exports to countries along the Belt and Road accounted for 23.45%. Service trade volume increased from USD 1.32 billion in 2010 to USD 3 billion in 2015.

Open platforms were further improved. During the 12th Five-year Plan period, Shanxi Province made a coordinated planning and layout for various parks in the province; established new functional platforms such as Shanxi Scientific & Technology Innovation City and Taiyuan Wusu Comprehensive Bonded Zone, upgraded Datong Economic and Technological Development Zone, Jincheng Economic and Technological Development Zone and Changzhi High-tech Development Zone into national development zones, and established Yuncheng Airport Economic Development Zone and Zuoyun Economic and Technological Development Zone; formed six industrial clusters, including equipment manufacturing, electronic information, biomedicine, new materials, food and agricultural products processing and modern service industries, and established a number of innovative institutions, such as investment and financing platforms, industrial-academic-research cooperation platforms and public technology service platforms; the average annual growth rate of GDP of development zones reached 18.7%; the 6th Central China Investment and Trade Expo (Expo Central China 2011) and 16 international exhibitions of various kinds were successfully held, and the construction of various open port platforms was promoted in an orderly manner.  

International exchanges had been deepened. During the 12th Five-year Plan period, Shanxi Province made efforts to promote the transformation of foreign relations resources to economic resources, forged 9 new pairs of sister cities with foreign countries, with a total of 41 pairs of sister cities; kept close contacts with embassies and consulates in more than 100 countries, and more than 200 overseas Chinese associations; deepened our strategic cooperation with North Rhine-Westphalia, Germany in an all-round way; carried out close energy cooperation with West Virginia, USA, and further promoted exchanges and cooperation with the UK, South Africa and Portuguese-speaking countries and regions. Grasping the strategic opportunity of the Belt and Road Initiative, Shanxi Province actively strived to be listed as one of the 10 cooperative provinces of China-Mongolia-Russia Economic Corridor, and successfully organized the "Shanxi Brands on the Silk Road" in 5 countries, and carried out various forms of cooperation with countries along the Belt and Road.

The level of talents introduction was continuously improved. During the 12th Five-year Plan period, Shanxi Province took introducing and training high-level short-supplied talents as its top priority, dispatched a total of 690 students to study abroad (including the graduate students in Germany); funded 661 research projects of returning overseas students, and implemented 489 national and provincial talents introduction projects, up 226% compared with that of the 11th Five-year Plan period; and introduced 2 talents of the "1000 Foreign Experts Introduction Plan", 23 talents of the "100 Foreign Experts Introduction Plan" and 35 talents of top-notch foreign expert projects.

Regional cooperation was constantly deepened. During the 12th Five-year Plan period, a series of promotional activities were held, such as Central Enterprises Visit Shanxi Province, World Jin-Merchants Convention, and The Nationwide Exhibition Tour of Shanxi Brands, which further strengthened regional cooperation with Bohai Rim Region, Yangtze River Delta and Pearl River Delta. Shanxi Province signed inter-provincial cooperation agreements with 11 provinces (regions and cities) such as Beijing, Tianjin and Shanghai cities, Zhejiang and Jiangsu provinces, and spared no efforts to build Beijing-Tianjin-Hebei Clean Energy Supply Base, in order to upgrade the resource supply-demand relationship between Shanxi Province and developed areas to industrial interaction. Meanwhile, Shanxi Province had fully integrated into the National Bohai Rim Region Cooperative Development Strategy, and established the Shanxi-Shaanxi-Henan Industrial Transfer Demonstration Area under approval. Shanxi-Hebei-Mongolia Great Wall Golden Triangle was upgraded to a national strategy and became a new strategic fulcrum for the regional coordinated development of Shanxi Province.

There are still many difficulties and problems in the development of open economy. The main manifestations are as follows: low development level of open economy, low dependence on foreign trade (which is far below the national average level), high dependency on a small number of large enterprises and major cities, slow development of service trade and service outsourcing; small amount of foreign capital actually utilized, weak supporting capacity for attracting new industries, lack of major investment promotion projects that have high technology content and high added value; lack of major projects to promote "going global"; enterprises are not good at carrying out international operations; the functions of open platforms are not fully utilized; the unreasonable layout and homogeneous competition of development zones; poor understanding of institutional mechanisms; the functions of bonded logistics, cross-border e-commerce and other platforms have not been fully developed, nor have they formed a joint force to promote the development of industrial agglomeration; international talents cooperation and exchanges still need to be strengthened; lack of all kinds of compound talents, professional talents and skill-oriented talents who are familiar with international economic and trade rules, especially capital operation; and the open environment needs to be further optimized.

(2) Opportunities and challenges for the development of open economy during the 13th Five-year Plan period

During the 13th Five-year Plan period, the development of open economy in Shanxi Province is facing great opportunities. Firstly, the world economy is recovering slowly under deep adjustment, a new round of technology revolution and industrial changes are ready to take place; global transnational investment is resuming growth; and China's economic development has entered a “new normal”. China implements innovation-driven strategy, strengthens supply-side structural reform, and continuously releases reform dividends. The macroeconomic growth will remain stable. Secondly, the Fifth Plenary Session of the 18th CPC Central Committee put forward the concept of open development. The opening up presents the following development trends: attaching equal importance to trade in goods and trade in services, attaching equal importance to outward investment and the utilization of foreign capital, with trade and investment promoting each other. The strategic layout of opening up is further improved, forming the new pattern of deep integration and win-win cooperation, and providing strategic opportunities for Shanxi Province to deeply integrate into the global industrial chain, value chain and logistics chain. Thirdly, China is accelerating the construction of a new opening-up system, vigorously promoting the strategy of Free Trade Area, implementing a system of pre-entry national treatment plus negative list for the administration of foreign investment, and promoting the trade and investment facilitation reform. Therefore, the open economy system will be more fair, stable and transparent. Fourthly, China has vigorously promoted the Belt and Road construction and set up the Asian Infrastructure Investment Bank and Silk Road Fund; the international cooperation on production capacity and equipment manufacturing has entered the implementation stage, providing new market opportunities for the advantageous surplus production capacity of mining, coal chemical industry, equipment manufacturing, power and metallurgy in Shanxi Province to go global. Fifthly, the inclusion of RMB in the SDR currency basket has accelerated the pace of China's financial opening-up, promoted the opening up of domestic inter-bank market, expanded the channels of offshore RMB reflux, and facilitated the "free use" of RMB. Sixthly, China has incorporated Shanxi Province into the Bohai Rim Region and Beijing-Tianjin-Hebei region's coordinated development. Yuncheng City and Linfen City have promoted the construction of the Industrial Transfer Demonstration Area in Shanxi-Shaanxi-Henan Yellow River Golden Triangle. Datong City is incorporated into the Great Wall Golden Triangle and Beijing-Tianjin-Hebei region's coordinated development. Changzhi, Jincheng and Yuncheng Cities are incorporated into the Central Plains Economic Zone to expand new development space. Seventhly, Shanxi Province has implemented the strategic initiatives of "clean government, transformation development, innovation-oriented development, green development, safe development and coordinated development", "making breakthroughs in financial revitalization, technological innovation and development of private economy" and "making full use of coal and non-coal resources", further promoted the construction of comprehensive reform pilot area for resource-based economic transformation, and gradually made achievement through various initiatives of reform, opening-up and innovation, which will further release economic vitality.

Meanwhile, we should also see that Shanxi Province's open economy is facing severe challenges in the process of development. Firstly, the global economic recovery is slow and still has many uncertainties and unstable factors, it is difficult to change the situation of low growth fundamentally; international commodity and financial markets are still under shuffling, emerging economies are lack of growth momentum, and the growth of international trade is lower than economic growth. All of these will exert adverse impacts on international capital flows and trade. Secondly, there are new trends in the key areas of global economic competition. As the developed countries are promoting the strategy of re-industrialization, there will be more intense competitions over markets, resources, talents, technologies and standards. With the further development of global value chains, it will be difficult for developing countries to undertake international industrial transfer and integrate into global value chains. Thirdly, the United States and European countries initiated TPP and TTIP negotiations supported by new trade and investment rules successively, and actively promoted plurilateral service industry agreements, with the intention of promoting the reconstruction of new rules and order of international trade. Trade frictions have been intensified, pillar products such as steel and new energy have become the key items of trade frictions. Fourthly, the problems of unbalanced, uncoordinated and unsustainable domestic development are still prominent. Some industries are suffering from increasing pressure caused by massive overcapacity, rising factor costs, increasing resource and environment constraints, and lack of core technologies. The capacity of labor-intensive manufacturing industry in emerging economies such as Southeast Asia and South Asia has been enhanced, and the domestic traditional competitiveness is further weakened. Fifthly, compared with other sister provinces and cities, Shanxi Province is facing an important task to solve the predicament of resource-based economy. Heavy industry still takes a dominant position, while industries with high technology content, strong industrial linkages and strong supporting capabilities, especially modern service industries, are lagging behind. In the process of developing open economy, there are many contradictions, overlapping risks and severe challenges caused by intensified regional competition.

II. Guiding Idea, Fundamental Principles and Development Goals

(1) Guiding idea

We should thoroughly implement the important instructions of the important speeches delivered by General Secretary Xi Jinping on the 18th CPC National Congress, the Third, Fourth and Fifth Plenary Sessions of the 18th CPC Central Committee, take the Several Opinions of the Central Committee and General Office of the State Council on Establishing the New Open Economy System and the general requirements of the Seventh Plenary Session of the 10th Provincial Party Committee as guiding idea to further deepen the reform and opening up in an all-round way. Taking the construction of the pilot zone for comprehensive transformation and reform as top priority, and on the basis of implementing the initiative of "making breakthroughs in financial revitalization, technological innovation and development of private economy", we should firmly grasp the strategic opportunities of the Belt and Road, Beijing-Tianjin-Hebei region’s coordinated development and the Bohai Economic Rim, make full use of coal and non-coal resources in domestic and foreign markets to accelerate two-way interaction of investment and the optimization and upgrading of foreign trade; improve quality and efficiency of various open platforms, accelerate win-win cooperation through "coal-based exchanges and cooperation", and promote reform, development and innovation through opening up; expand the new space for open development in an all-round way, actively build a new development system for open economy, strive to form a new pattern of open development and improve the development quality and level of open economy in Shanxi Province.

(2) Fundamental principles

Adhering to the practice of combining expanded opening up with deepened reform. We should implement a more proactive opening up strategy, adopt open concepts and methods to solve the contradictions and problems arising in the process of reform and development; promote institutional mechanism innovation for opening up system, and promote reform and transformation through opening up; expand the scope through all-round opening up, and stimulate the motive force and vitality of economic and social development of Shanxi Province to the greatest extent.  

Adhering to the practice of coordinating market-based resources allocation and giving better play to the government’s leading role. We should give full play to the role of market players, and promote the orderly flow of various elements, efficient allocation of resources and deep integration with markets; give full play to the leading role of the government, strengthen services and supervision, create an open and transparent legal environment, a fair competitive market environment, a standardized and efficient government environment and a stable and orderly business environment, and safeguard the legitimate rights and interests of investors.

Attaching equal importance to “bringing in” and “going global”. We should place equal emphasis on investment promotion and the introduction of technology and talents, and emphasis on import and export, transform and upgrade traditional industries, cultivate and expand new industries, and promote industrial transformation and upgrading; take the initiative to "go global" in a safe manner, deepen international production capacity cooperation, strengthen the integration of outward investment and export expansion, and enhance the international management capability of enterprises.

Adhering to coordinated internal cooperation and external cooperation. We should take the construction of the Belt and Road as an opportunity to actively participate in international industrial division and cooperation, deeply integrate into the global industrial chain and value chain, and promote mutual benefits and win-win cooperation; deepen the coordinated development with Beijing-Tianjin-Hebei and the Bohai Economic Rim, establish cooperation with surrounding regions in an all-round way, promote industrial integration and development, and strive to promote all-round opening up.

(3) Development goals

By 2020, Shanxi Province will improve the scale and quality of open economy significantly, and form a new pattern for all-round, multi-layer and high-level opening up with wide coverage, which will provide strong support for the economic and social development of Shanxi Province.

To further improve the quality and benefits of foreign investment. Shanxi Province will take more innovative models to attract investment, and strengthen the demonstration role of using foreign preferential loans (grants) to speed up reform and innovation; further optimize investment environment, achieve steady growth in actual paid-in foreign investment, and introduce a number of projects funded by Global Top 500 companies and industry-leading enterprises with strong driving force, influence and innovation to vigorously promote the industrial restructuring of Shanxi Province.



To further expand the scale of "going global". Shanxi Province will form a strategic fulcrum for the implementation of the Belt and Road in our province, foster a number of multinational corporations with international competitiveness, establish international cooperation with a number of enterprises that have superior production capacity and equipment manufacturing enterprises. The total outbound direct investment of Shanxi Province will reach USD 3.5 billion, and the ability of contracting for building overseas projects and labor service cooperation capacity will be significantly enhanced, which can effectively promote our province's industrial transformation and upgrading.  

To further improve the level of foreign trade. Shanxi Province will forge new advantages that focuses on quality and brand in foreign trade competition, accelerate the development of cross-border trade e-commerce and foreign trade integrated service enterprises, develop an integrated development pattern of trade and investment; further improve the level of trade facilitation, establish the legal business environment preliminarily, further strengthen the strength of foreign trade entities and optimize the regional structure.

To give full play to the functions of various open platforms. Shanxi Province will achieve innovation-oriented development in terms of transformation and upgrading of development zones, increase the number of national and provincial development zones significantly, and the economic weight of development zones will account for 25% in the province; establish a complete network that covers all airlines, railway ports and bonded logistics platforms in the province; cultivate a number of brand exhibitions sponsored by Shanxi Province and introduce a number of internationally renowned exhibitions, and preliminarily form the three-dimensional open platform system that integrates industrial parks, ports, bonded logistics and exhibitions.

To further enhance Shanxi Province’s international influence. An exchange and cooperation mechanism will be established for our province and coal-producing regions in other countries to carry out multi-field and multi-form foreign exchanges. Shanxi Province will adopt innovative cooperation modes to forge international sister cities and cooperative partners, and realize the transformation of foreign affairs resources to economic resources.

Further deepening regional cooperation. Shanxi Province will take a more prominent functional position in the Bohai Economic Rim, enjoy more integrated collaborative development with Beijing-Tianjin-Hebei, become a new growth pole for the rise of the central region; further strengthen its leading role in the Economic Belt along the Yellow River, and significantly enhance its position and role in the national and regional coordinated development.

III. Strategic Focus and Major Tasks

(1) Improving the quality and benefits of foreign investment and promoting industrial transformation and upgrading

Accelerating the investment facilitation reform. We should actively implement the system of pre-entry national treatment plus negative list for the administration of foreign investment; further simplify the review and approval procedures of provincial investment projects, further delegate more powers to lower-level governments and society in terms of registration, review and approval for foreign investment projects in accordance with the Catalogue of Investment Projects Approved by the People’s Government of Shanxi Province (except as clearly specified by the state and the province); promote pilot projects for formalized review and approval of foreign investment contracts and articles of association, and speed up the reform of review and approval system of foreign capital contracts and the articles of association; improve foreign exchange management, cancel the foreign exchange registration and approval procedure for foreign investment, the foreign investors' capital contribution verification and registration procedure and the registration procedure for foreign exchange reinvestment in China, and implement the foreign exchange settlement by willingness for foreign investment.  

Accelerating the introduction of strategic emerging industries. We should focus on the development of traditional superior industries and emerging pillar industries in Shanxi Province, and lift investment access restrictions to the maximum extent; make full use of coal and non-coal resources based on the planning of main functional areas, with the aim of building a modern industrial system; focus on the construction of the comprehensive energy supply system that covers coal, coalbed methane, coal chemical industry, new energy and renewable energy, and the construction of circular economy industrial chain of coal, electricity and chemicals, as well as the development of cultural tourism, equipment manufacturing and new materials, energy conservation and environmental protection, food and medicine, modern service industry and other industries, and vigorously introduce strategic emerging industry projects; actively introduce relevant R&D centers, sales centers and settlement centers, encourage domestic and foreign capital to invest in the field of productive services, promote industrial restructuring, and lead our province's industries to the high-end industrial chain and value chain; make more efforts to attract investment to the eastern coastal areas, and undertake the gradient transfer of processing trade industries in the coastal areas.

Strengthening investment promotion and improving the effectiveness of investment promotion. We should accelerate the transformation of investment promotion mode, implement targeted investment promotion for target regions, target industries and target enterprises, and improve the accuracy and effectiveness of investment promotion; pay attention to investment promotion in the industrial chain, and promote industrial agglomeration by means of cluster introduction, thematic promotion and regional cooperation; enhance the themed investment promotion, actively carry out themed investment activities such as Central Enterprises Settle in Shanxi Province, Transnational Corporations Settle in Shanxi Province, Private Enterprises Settle in Shanxi Province, Shanxi Merchants Return Home, and give full play to the positive role of chambers of commerce to attract enterprises and merchants; actively promote equity investment promotion, vigorously introduce well-known equity investment institutions at home and abroad, make full use of domestic and foreign capital markets, promote the listing and debt issuance of enterprises at home and abroad, and attract equity investment through a variety of ways; encourage foreign capital to participate in municipal construction, social undertakings and restructuring and transformation of state-owned enterprises by means of share-holding, M&A, financial leasing, government and social capital cooperation (PPP), so as to promote the integration of various types of capital and gain complementary advantages.

Improving the level of supervision and service. We should improve foreign investment management, strengthen on-the-spot supervision and post-supervision, establish a foreign investment information reporting system and a platform for publicizing foreign investment information; establish a whole-process cooperative supervision system that involves the participation of the public, and make supervision more scientific, standardized and transparent; establish a full-cycle service system for foreign-funded enterprises, vigorously implement the return visit system for foreign-funded enterprises, the contact system for key foreign-funded enterprises and the rapid response system for foreign complaints; strictly implement working time limit system, and earnestly improve work efficiency and service level.  

Making more efficient use of foreign preferential loans (grants). We should constantly improve the exchanges and cooperation with various international and regional financial organizations, pay more attention to the effective use of new loan instruments, the introduction of advanced international management techniques and concepts; combine foreign loans and funds with the central budget in an organic manner, and pay more attention to promoting and cracking the key problems in the national and provincial pilot reform projects; support and make arrangements for major projects with significance of institutional mechanism innovation and demonstration, and pay more attention to the comprehensive benefits of foreign loans and grants and the supervision and management of the whole process. International financial organization loans mainly support poverty alleviation and development, ecological restoration, energy structure and efficiency improvement, urban-rural integration, social and livelihood areas; while foreign government loans mainly focus on supporting the integration of medicine and health care, vocational education, energy conservation and emission reduction, eco-environmental protection, modern agriculture and other fields. In addition, we should support real-economy enterprises to make full use of low-cost funds from international capital markets to issue foreign debts and borrow international commercial loans in other countries, and promote international production capacity cooperation and equipment manufacturing cooperation, as well as technological innovation and industrial upgrading of real economy.  

(2) Vigorously implementing the "going global" strategy, and expanding new development space

Actively participating in the construction of the Belt and Road. We should turn the “Shanxi Brands on the Silk Road” into an important platform and symbol of opening up for Shanxi Province to connect with the Belt and Road. With this platform, Shanxi Province and enterprises should promote our province's history, culture, featured products and industrial advantages, and actively carry out comprehensive exchanges and cooperation with the countries (provinces) along the Belt and Road. Giving full play to the advantages of each city and industry, Shanxi Province will actively integrate into the construction of China-Mongolia-Russia Economic Corridor, New Asia-Europe Continental Bridge Economic Corridor, China-Central Asia-West Asia Economic Corridor and Maritime Strategic Fulcrum, promote the interconnection of infrastructure, vigorously participate in the construction of logistics corridor and three-dimensional logistics platform, and deepen the industrial and production capacity cooperation between Shanxi Province and the countries along the Belt and Road; support enterprises in establishing overseas resource development and processing bases, technology research and development and equipment manufacturing bases, agricultural technology and products production and processing bases, and cultivate new competitive advantages through international and domestic cooperation with complementary advantages and dislocation development; grasp the opportunity of interconnection and encourage enterprises to participate in infrastructure (such as bridges and ports) construction along the Belt and Road; and build a cooperation promotion platform by making full use of the investment and trade institutions, business associations and overseas Chinese associations and economic organizations and other resources along the Belt and Road.

Strengthening international production capacity cooperation and equipment manufacturing cooperation. We should give full play to Shanxi Province’s advantageous production capacity, equipment and technology in mining, iron and steel, non-ferrous metals, building materials, electricity, chemical industry, textile and machinery manufacturing industries, give consideration to the international demands, and take enterprises as the main participants and market as the guide to strengthen the coordination and guidance role of the government, expand the development space of industry and enterprises, and promote economic restructuring and the upgrading of industrial transformation in Shanxi Province; promote the construction of a number of major international production capacity cooperation projects that have wide influence and promotional effect in some key countries and regions, greatly increase the export of equipment, technology and services in key areas, and gradually realize the upgrading of key industries from product output to industrial output. Meanwhile, we should encourage and support advantageous industries with suitable conditions to establish chambers of commerce and associations, and establish the Production Capacity Cooperation Alliance of Shanxi Province; encourage the leading enterprises to lead relevant enterprises in the upstream and downstream sectors and financial institutions to "go global in crowds" or “go global with the help of central enterprises”, promote the total exports of equipment, technology, standards, services and labor services of Shanxi Province, and enhance the supporting capacity and comprehensive competitiveness of the industry; establish the international production capacity and equipment manufacturing cooperation bank and the rolling mechanism of "Planning-Reserve-Early Promotion-Tracking Service- Summary and Evaluation", in order to provide special support and services for selected projects.

Creating the Strategic Fulcrum of "Going Global". We should guide the Shanxi-Africa Economic and Trade Cooperation Zone in seeking innovation-oriented development according to the market-oriented management idea, and take it as a stepping stone for enterprises of Shanxi Province to expand business in the African market; support enterprises of Shanxi Province to build a circular industrial park that integrates coal mining, coking, power generation and steel in Indonesia, build a cluster for the transfer of superior production capacity of our province, and create an important fulcrum for our province to participate in the construction of the Marine Silk Road. Considering the rich iron, copper, chromium and other mineral resources in Central Asia, we should support enterprises of our province to invest in energy and minerals in Kazakhstan and other Central Asian countries, build resource deep processing industrial parks, and help enterprises of our province to expand business in Eurasian markets.

Vigorously carrying out overseas project contracting. We should encourage key project contracting enterprises of our province to strengthen their cooperation with the central enterprises, participate in the construction of national infrastructure along the Belt and Road and the construction of "Three Networks and One Industrialization (high-speed railway network, expressway network, regional aviation network and industrialization)" in Africa, undertake the contracting of roads, bridges, ports, buildings and other projects; encourage those enterprises that enjoy favorable conditions to carry out project contracting by EPC, BOT, PPP and other international modes, and promote the technology, equipment, engineering services and labor services in the coal, power and telecommunications industries of our province through exchanging engineering advantages for resources.  

Cultivating a Number of Transnational Enterprises. We should encourage some advanced enterprises with rich experience in international management to develop medium and long-term internationalization development strategies, investigate and formulate support plans for key projects and globally oriented backbone enterprises. For the advantageous industries in our province, we should select 3-5 leading enterprises in each industry as the key outward investment enterprises to be cultivated, and provide them with vigorous support in many aspects such as international exchanges, financial services and financial support. Meanwhile, we should support the cooperation between large-scale globally oriented enterprises and colleges, universities and scientific research institutions in Shanxi Province, attract relevant industrial enterprises in the upstream and downstream sectors unite to "go global in crowds" and enhance the supporting capacity and comprehensive competitiveness of the industry; strengthen the cooperation between state-owned enterprises and central enterprises in our province, learn and make use of the international management experience of central enterprises, strengthen the training and introduction of talents in backbone enterprises, enhance their international management ability and level, and cultivate a number of backbone enterprises that have strong ability to expand business in international market and good international competitiveness.  

Strengthening Service Guidance and Risk Prevention. We should further facilitate overseas investment, establish the provincial department joint coordination mechanism for "going global", actively explore the suitable cooperation mechanism between our province and key countries (regions), make good use of the provincial department joint coordination mechanism and the national bilateral and multilateral cooperation mechanism, and build the overseas investment comprehensive information service platform of Shanxi Province to provide enterprises with integrated information services and support in many aspects. Meanwhile, we should establish strategic cooperation mechanism with China Development Bank and other financial institutions, support provincial chambers of commerce (associations), industry management offices and various intermediary service institutions to actively provide investment services and promote investment, and encourage the certified survey, design, construction and equipment companies and accreditation institutions to provide technical services and support; preserve well state-owned assets, establish major risk prevention mechanism and emergency plans, provide risk warning for enterprises, and guide them in using tools to avoid risks; establish outward investment cooperative credit system, urge enterprises to fulfill their social responsibilities and establish a good image.

(3) Accelerating the optimization and upgrading of foreign trade to foster new international competitiveness

Expanding the scale of export trade. Firstly, we should implement various policies to achieve stable growth in foreign trade, support export-oriented key enterprises to improve the competitiveness of traditional products, achieve stable growth of traditional products, and actively cultivate new export growth points; strengthen the construction of marketing and after-sales service network, increase the export value of equipment manufacturing capital goods such as railway equipment, construction machinery and automobile spare parts, and cultivate new export-oriented industries; accelerate the "whole industry chain export" of products, technologies and services, improve the overall quality and core competitiveness of enterprises, and upgrade the exports to high-quality goods with high price; implement the project of "One Thousand Enterprises and One Hundred Exhibitions", i.e., organizing more than 1,000 enterprises with comparative advantages to attend more than 100 key international exhibitions abroad, taping new market space and trade growth points in Europe and the United States, and expanding the market share of our products in the countries along the Belt and Road, FTA countries and emerging markets.  

Stabilizing the growth of imports. We should formulate and implement the Catalogue of Imported Products Encouraged by Shanxi Province, and increase the import volume of advanced technology, equipment and key components; strengthen cooperation between banks and enterprises, standardize the use of enterprise bulk commodity trade for financing, and stabilize the imports of iron ore, copper concentrate, chromium ore, soybean and other important raw materials; make full use of the platform of bonded logistics park, and promote the construction of designated ports for import inspection and quarantine of fruits, meat and grain in our province; encourage import distribution centers in the region to strengthen cooperation with key circulation enterprises in the province, integrate marketing channels and increase the import volume of bulk commodities and consumer goods that have great consumption demand.

Fostering new competitive advantages in foreign trade. We should continue to implement the foreign trade "231 Project", accelerate the formation of a number of large enterprises that can promote exports and have good transnational management capability; establish an independent brand cultivation system for foreign trade, and actively foster foreign trade comprehensive service enterprises; accelerate the construction of foreign trade platforms, and build a number of demonstration bases for foreign trade transformation and upgrading, import and export commodity platforms, and international marketing network platforms; actively undertake industrial transfer, promote the development, transformation and upgrading of processing trade, encourage local enterprises and enterprises with favorable conditions to strengthen investment promotion and undertaking industrial transfer for electronic information, equipment manufacturing, textile, food processing and new materials projects in the southeastern coastal areas, and adopt innovative development model of processing trade; accelerate the development of cross-border e-commerce, foster a number of leading cross-border e-commerce enterprises to build cross-border e-commerce public service platform, public overseas warehouse and foreign trade comprehensive service platform; promote the construction of pilot city for cross-border trade e-commerce services in Taiyuan City, and help the comprehensive bonded area become a cross-border e-commerce industrial cluster that gathers cross-border e-commerce platform enterprises, third-party payment enterprises, logistics enterprises and foreign trade enterprises.

Vigorously developing services trade. We should strengthen the export advantages of construction services, support backbone enterprises of our province to participate in the construction of national roads, bridges, ports, construction and other infrastructure along the Belt and Road, and foster new services trade such as finance, insurance and publishing media; promote the development of services outsourcing, establish provincial service outsourcing industry alliance, support service outsourcing enterprises to carry out high value-added projects such as knowledge and business process outsourcing, and turn Taiyuan, Jinzhong and Yangquan cities into national service outsourcing demonstration cities. We should vigorously develop cultural trade and cultivate a number of key enterprises for cultural export.  

Improving the level of trade facilitation. We should improve the cooperation mechanism of customs clearance, and comprehensively implement new customs clearance modes, such as the "joint inspection, one-time release" of port management departments; start the Phase II construction of electronic ports, make use of the electronic ports platform to promote the horizontal interconnection of operation systems of port management departments, establish information sharing mechanism, and realize information exchange, mutual recognition of supervision and mutual assistance of law enforcement among port management departments; implement the “Three Ones” (One declaration, One inspection and One release) for close cooperation between customs and inspection departments, improve the "Three Ones" shared information system platform, and expand the coverage of "One Declaration" of customs and inspection cooperation; promote the experience of Shanghai FTA, promote the construction of "One-stop Window" for international trade, and vigorously implement the "paperless" customs clearance, inspection and quarantine in an all-round way; integrate and standardize the operational services and charges in the import and export processes.

Improving the response mechanism of trade frictions. We should improve the comprehensive response mechanism that links the central government, local government, trade associations and chambers of commerce, and enterprises; instruct enterprises how to deal with early warning, consulting, dialogue, consultation and litigation of trade frictions; address trade disputes properly through consultation, resolve differences and strive to achieve win-win results. We should be skilled in using rules to negotiate and correct the abuse of trade protection measures and discriminatory practices; and carry out trade relief investigation according to law, and safeguard the legitimate rights and interests of industrial enterprises in the province.

(4) Establishing development platforms for open economy and enhancing agglomeration capability

Creating carrier platforms for industrial parks. Adhering to the general idea of increasing stock, fostering increment and enlarging total amount, we should accelerate the construction of brand demonstration parks in national development zones in accordance with the requirements of low-carbon, ecological and cyclic development of industries. Provincial development zones should accelerate industrial restructuring and transformation. Industrial parks should strengthen the carrying capacity, and upgrade and expand the development zones that have mature conditions. We should learn from the successful experience of transformation and development of developed countries (regions) such as North Rhine-Westphalia, Germany, and promote the construction of international industrial park system; strengthen the construction of innovation platforms in development zones, and set up R&D centers, entrepreneurship centers, incubators, accelerators and other technological innovation and entrepreneurship carriers; promote the reform of development zone management system, improve the management institutions in development zones, and effectively delegate project approval and filing power to development zones; speed up the improvement of the operation mechanism of development zones, explore enterprise-oriented and market-oriented operation modes, and carry out "enclave economy" cooperation. Development zone should be built into important carriers to promote the "Six Major Developments (Clean Government, Transformation Development, Innovation-Oriented Development, Green Development, Safe Development and Coordinated Development)" and implement the plate economy. We should build a new open economic system, cultivate new advantages to attract foreign investment, and implement a demonstration zone driven by technological innovation and green intensive development.  

Improving the Open Port Platform. We should vigorously create the new pattern of open air ports, which takes Taiyuan, Datong and Yuncheng Cities as the main axis, and Changzhi, Luliang, Xinzhou and Linfen cities as the wings; accelerate the construction of airport economic zone, enhance the regional hub function of Taiyuan Wusu Airport, and promote the coordinated development of air transport industry, high-end manufacturing industry and modern service industry; build a "one center, three districts" layout, which takes Taiyuan Railway Port as the center, and the land routes of Datong, Linfen (Yuncheng) and Jincheng (Changzhi) cities as the sub-centers; speed up the construction of land ports in Taiyuan, Datong and Linfen cities, and establish "port operation areas" that have basic functions of coastal ports. Relying on the Taiyuan Hub (Beiliubao) Logistics Center, we will actively promote the construction of railway ports in our province and realize the direct connection between land route, air transport and domestic and international markets.  

Improving the Bonded Logistics Platform. We should help qualified import and export enterprises to apply for establishing bonded warehouses, bonded logistics centers and comprehensive bonded zones and other special customs supervision places in the province, cultivate large-scale logistics enterprises and build the bonded logistics platform system of Shanxi Province; give full play to the role of Taiyuan Wusu Comprehensive Free Trade Zone, improve infrastructure, and implement the policies and measures of Shanghai Free Trade Area that can be replicated and popularized in the fields of customs supervision, inspection and quarantine, foreign exchange management and other fields; actively apply for designated ports for imported automobiles and meat, and vigorously develop other new bonded services; accelerate the construction of Datong Huayang Marina Waterless Port, promote the establishment of Linfen Comprehensive Bonded Zone, which takes the Fanglue Bonded Logistics Center as the core; give full play to the role of Jincheng Lanhua Bonded Logistics Center as soon as possible, and form the land route development pattern that consists of various comprehensive bonded zones, bonded logistics parks (centers), port operation zones at different level.

Building an International Exhibition Platform. We should expand and promote the Taiyuan Low-carbon Development Summit Forum, establish a specialized organization for the forum, build a permanent conference site, mobilize social forces and implement market-oriented operation to hold the Taiyuan Forum successfully. The forum will become a platform to communicate new low-carbon ideas, display new achievements and new technologies, and keep contacts with partners. We should spare no effort to run the Agricultural Exposition, World Jin-Merchants Convention, Shanxi Cultural Industries Fair, and the Equipment Manufacturing Expo, foster new industries and small and medium-sized professional exhibitions in our province, build a diversified exhibition cooperation and exchange system, and attract people, logistics and capital to gather in our province. Taiyuan City will become a convention and exhibition center city with strong influence and driving force, Taiyuan Urban Agglomeration will become the core development area of exhibition industry in our province. Datong and Yuncheng cities will become the key cities to promote exhibition industry. We should encourage enterprises in our provinces to participate in key national and international exhibitions such as Expo Central China, China-Eurasia Expo and China-ASEAN Expo. We should undertake the domestic brand exhibitions that are closely related to industrial transformation and upgrading in our province, and introduce internationally renowned exhibitions in the fields of coal machinery equipment, energy efficient utilization, modern logistics, etc.

(5) Expanding international exchanges and cooperation to enhance Shanxi Province's international influence

Vigorously promoting "coal-based exchanges and cooperation". We should adhere to the principle of low-carbon development, coal-based exchanges and cooperation, enhancing quality and win-win cooperation, further strengthen the construction of international friendship cities, keep close daily exchanges and cooperation between our province and the governments, enterprises and scientific research institutes of coal-producing regions in other countries, and encourage and support well-known research institutions and enterprises in the coal-producing regions to set up offices or R&D centers in Shanxi Scientific & Technology Innovation City. In addition, we should establish information sharing mechanism and regularly exchange the latest information of our province with friendship provinces and major coal-producing provinces, including the information about economy, society, science and technology, education, culture, especially coal and new energy, so as to promote industrial cooperation and cultural exchange through information sharing.

Creating Innovative Mechanism for Foreign Exchange and Cooperation. We should actively design a top-level foreign exchange plan with distinctive characteristics of Shanxi Province, establish department linkage mechanism for international exchanges and cooperation, create innovative cooperation models with developed countries, and deepen practical cooperation with emerging countries and developing countries; strengthen the ties with international friendship cities and cooperative partners, fully tap the foreign affairs resources of friendship cities, give consideration to the industrial characteristics of our province and those of friendship provinces and states, and appoint one leading department for each pair of friendship provinces, so as to promote economic and technological exchanges and cooperation and organize relevant activities; promote public diplomacy and non-governmental exchanges, actively carry out public diplomacy propaganda and media cooperation with foreign countries, speed up the "going global" of Shanxi culture, and display rich and colorful excellent culture and positive spirit; strengthen international exchanges and cooperation in the fields of culture, education and training, medical and health care, and strengthen friendship and cooperation with overseas Chinese to carry out various forms of non-governmental exchanges.

Establishing a sound international exchange and cooperation service system. We should strengthen the research, interpretation and guidance on the national foreign policy, establish a foreign resources and information sharing platform, and strengthen exchanges and cooperation between Shanxi Province and internationally renowned think tanks and consulting companies; actively develop rational master plan of international exchange and cooperation, and promote the introduction and renewal of equipment and technology in our province; promote international scientific research and innovation exchanges and cooperation, increase the budget for talents introduction to the national average level, vigorously introduce international top-notch talents, jointly build key laboratories and expand exchanges between institutions of higher learning and scientific research institutes.

(6) Strengthening regional cooperation and enhancing industrial integration and development

Deepening Integration into the Bohai Economic Rim. Shanxi Province is incorporated into the Outline for the Cooperation and Development of the Bohai Rim Region, we should seize this great opportunity and make full use of the Joint Conference of Majors for Cooperation in Bohai Rim Region, strengthen cooperation on major infrastructure, energy, ecological environment and industrial cooperation, and promote the establishment of a unified sound market economy system among regions; encourage enterprises of Shanxi Province to participate in the construction of ports in the Bohai Rim, strengthen cooperation between ports to facilitate port customs clearance, and create a green channel for product export; give full play to the functions of Shanxi-Hebei-Mongolia (Ulanchab-Datong-Zhangjiakou) Great Wall Golden Triangle in the Bohai Economic Rim, actively implement the strategic deployment of Ulanchab-Datong-Zhangjiakou regional cooperation, vigorously promote interconnection of infrastructure, complementary industrial development, resource elements cooperation and convection, public services sharing, joint control of ecological environment, and interconnected commerce, trade and tourism between different regions, in order to build an economic and social cooperation community with high efficiency, unique features and coordinated development.  

Deepening integration into Beijing-Tianjin-Hebei collaborative development. We should establish and promote new strategic cooperation between Shanxi Province and Beijing-Tianjin-Hebei, strengthen cooperation on the development and utilization of clean energy, build a diversified multi-directional energy transmission system for coal (clean coal) transportation, power (thermal power, wind power and photovoltaic power) transmission, gas (coalbed methane, coal-fired methane) transmission, and build a clean energy supply base; actively undertake new materials, energy conservation and environmental protection and high-tech industries in Beijing-Tianjin-Hebei region, and help transfer fresh agricultural products such as vegetables, meat, eggs and milk to the Beijing and Tianjin, so that the northern Shanxi region will become the "vegetables basket" base of the capital. We will create a green channel for export, establish a trade service platform for our industrial products in Tianjin Free Trade Area, in order to increase the international market share of stainless steel, machinery and other products of Shanxi Province, and expand the import of advanced technologies and equipment and bulk raw materials.

Thoroughly implementing the Rise of Central China Strategy. We should implement the national strategic development plan for the rise of Central China in the new decade, and strengthen coordinated development with the central provinces; strengthen energy export and expand the energy market for the central regions of China; make full use of Expo Central China and other platforms and various coordination and communication mechanisms to actively deepen cooperation in the Central Plains Economic Zone, and promote pragmatic cooperation between our province and the central regions in the fields of industrial coordination and technology exchange; promote market integration between our province and central provinces, realize barrier-free flow of production factors among regions, differentially undertake industrial gradient transfer in international and eastern coastal areas, and promote all-round cooperation between our province and the Yangtze River Economic Zone.

Vigorously promoting cooperation with Economic Belt along the Yellow River. We will accelerate the construction of Coordinated Development Pilot Zone in the Shanxi-Shaanxi-Henan Yellow River Golden Triangle, explore new ways of cooperation and development for joining parts of different provinces, and make joint efforts to build a national pilot area for coordinated development of joining parts of different provinces; establish closer strategic cooperative relations along the Yellow River Economic Cooperation Zone, promote the development of urban cluster in Economic Belt along the Yellow River, involving 21 cities and 5 provinces, and create an important base for West-to-East Coal Transportation, West-to-East Gas Transmission and West-to-East Power Transmission; establish the coal industry cooperation mechanism for Economic Belt along the Yellow River, jointly maintain the order of the coal market, and promote the coordinated development of the coal industry; thoroughly integrate the regional tourism resources and strive to create an international tourism destination marked by "Ancient China".

IV. Safeguards

(1) Strengthening organizational safeguards

Governments at all levels should fully recognize the importance and urgency of open development in our province, resolutely get rid of the old-fashioned conservative ideas, advocate rational and inclusive open thinking and open culture, strongly hold new concepts and new ideas for open development; take the development of open economy as the top priority that will influence the overall picture, vigorously and effectively promote the implementation, so as to create an atmosphere of promoting the development through opening up in the whole province; strengthen the staffing and building of leadership teams in key departments and development zones for opening up, and dispatch those outstanding officials that have good comprehensive quality, strong awareness of reform and opening up and innovation and are familiar with economic work to the frontiers of opening up; give full play to the opening-up leading group’s role for top-level design, comprehensive coordination, supervision and promotion. All departments should closely cooperate with each other to form linkages and strengthen joint efforts. Each city should establish corresponding working mechanism to build a strong open leadership system.

(2) Creating and optimizing environment for the development of open economy

According to the requirements of internationalization and legalization, we should actively adopt a policy and legal system in compliance with the international high-standard investment and trade rules system, draw lessons from innovative measures of FTA in terms of investment, trade, finance, service industry opening, on-the-spot supervision and post-supervision, make bold innovation, implement bold reform and bold practices, and build a favorable investment environment for businessmen to settle in and develop business; speed up market-oriented open economy reform, remove and abolish various regulations and practices that hinder fair competition, remove the obstacles in market segmentation, promote orderly and free flow of various elements, efficient allocation of resources and deep integration of markets, establish and improve a unified, open and orderly modern market system; vigorously promote streamlining administration and delegating more powers to lower-level governments and society, make government administration more transparent, convenient and standardized; establish public credit information service platform, highlight the honesty and trustworthiness in the traditional business culture of Shanxi merchants, and create a cultural environment for win-win cooperation.

(3) Effectively guaranteeing essential factors

We should further improve the comprehensive functions of cities, strengthen the construction of major infrastructure and functional facilities such as transportation, energy and communication, smooth the circulation channels of personnel flow, logistics, capital flow and information flow, build development platforms, attach importance to industrial support, promote market development, remove restrictions of various factors of production, and enhance our province's ability to absorb and carry high-end elements; guarantee construction land, give appropriate preference to those key regions that need construction land for expanding opening up; increase financing support, encourage development zones to establish investment and financing platforms and raise construction funds through multiple channels; accelerate financial revitalization, promote the construction of credit system, increase financing channels, speed up the development of capital market, establish a modern financial service system that is suitable for the transformation of resource-based economy, and take comprehensive and effective measures to address enterprises’ problem of “difficult financing and expensive financing” to provide strong support for the real economy; strengthen intellectual support, and the construction of open think tanks with international vision and strategic awareness, and improve the strategic planning of opening up and the service capacity of international economic and trade cooperation; accelerate the social and market-oriented reform of trade associations, enhance their organizational coordination and self-discipline management capabilities, and strengthen the construction of intermediary service system.

4) Strengthening the open talents team building

We should attach great importance to the cultivation and introduction of open talents, establish a good employment orientation and personnel training mechanism to cultivate and employ open talents, and create a good atmosphere that show respects and care for open talents and encourage them to start business; establish a cross-post training system for young and middle-aged cadres in provincial municipal, municipal and county-level departments, select and dispatch some young and middle-aged cadres in municipal and county-level departments to study in national and municipal pilot reform areas for opening up; make full use of the training channels and resources in China, such as overseas training sponsored by the government, overseas studies sponsored by the provincial government, and research personnel training in North Rhine-Westphalia, Germany, and select excellent young cadres in provincial and municipal governments to visit developed countries and regions for training and research, in order to further improve the effect and quality of overseas training; strengthen the training of foreign-related economic knowledge for cadres at all levels, and enhance the concept and ability of developing an open economy; substantially introduce more high-level short-supplied talents, and actively implement high-end foreign experts plan, build national, provincial and municipal demonstration bases for talents introduction, enhance intelligence digestion, absorption and re-innovation; improve policies and measures to attract outsiders to work and start businesses in Shanxi Province, improve social management services to facilitate foreign people and investors’ entry and exit, household registration management, their children's education and other matters to the maximum extent, so that overseas talents could settle in Shanxi Province and grow rapidly.

(5) Vigorously publicizing the new image of Shanxi’s opening-up

With rich human resources and cultural heritages in our province, we should vigorously promote our profound legal culture, culture of clean government and glorious red revolution culture, and make use of various media, channels and resources at home and abroad, innovative contents, methods and means to vigorously publicize the stories of Shanxi Province, in order to enhance the influence of Shanxi culture, create a good atmosphere of public opinions, boost the spirit of people in Shanxi Province and demonstrate their confidence and strong determination to overcome difficulties through concerted efforts under the leadership of the CPC Shanxi Provincial Party Committee and the People's Government of Shanxi Province. In this way, we will enable people all over the world to know well Shanxi Province and its huge development potential and business opportunities, and establish a brand-new image of Shanxi’s opening-up.  

(6) Guaranteeing the implementation of the Open Economy Development Plan

Each government department in the province should conscientiously perform its functions, explore and develop specific open economy policies and measures of the department according to the overall objectives and key tasks set out in the Open Economy Development Plan, and provide guidance and support in the formulation of special plans, policy implementation, project arrangement and institutional mechanism innovation. Shanxi Development and Reform Commission and Department of Commerce of Shanxi Province should strengthen the follow-up analysis and coordination guidance on the implementation of the Open Economy Development Plan, supervise and inspect the implementation of various work and policies and measures, timely organize an evaluation on the implementation of the plan, study and solve new situations and problems in the implementation of the Open Economy Development Plan, make adjustments according to real needs, solve major problems and report to the provincial government in time. The government of each city in Shanxi Province should implement the Open Economy Development Plan in an all-round way, establish and improve the working mechanism; put forward opinions on the implementation of the plan in the city and specific work programs according to local actual research, formulate and implement special plans in relevant key areas; actively carry out activities according to the key tasks specified by the plan, ensure its implementation and effectively promote the development of open economy in local city.
