Industrialization serves as the cornerstone and core driver of modernization. The Publicity Department of Shanxi Provincial CPC Committee and the Provincial Government Information Office recently held the third session of their press conference series on "High-Quality Implementation of the 14th Five-Year Plan," focusing on the Provincial Department of Industry and Information Technology. The event highlighted Shanxi's remarkable progress in industrial and IT development during the 14th Five-Year Plan period.
Shanxi’s industrial and IT sector has achieved high-quality growth, characterized by five defining attributes: stable progress, solid foundations, strong innovation, integrated digitalization, and green transformation. The industrial economy has maintained steady expansion while industrial capabilities have been consolidated. Technological dynamism has been continuously enhanced, and the fusion of digital and real economies has deepened. Eco-friendly development has yielded tangible results across the sector.From 2021 to 2024, Shanxi's industrial value-added output for enterprises above designated size grew at an average annual rate of 6.2%. The number of such enterprises increased from 6,859 in 2021 to 8,231 in 2024, adding an average of 343 firms annually.
Pan Haiyan, Director General of the Provincial Department of Industry and Information Technology: “The industrial structure has been continuously optimized, with manufacturing emerging as the primary growth engine. The manufacturing sector expanded at an average annual rate of 8.1%—2.5 percentage points higher than the coal industry.”
Since 2022, Shanxi has accelerated industrial transformation by leveraging industrial chains and industry-specific towns as key platforms. The province has prioritized 16 key industrial chains, including specialty steel and new energy vehicles, with their combined revenue exceeding 700 billion yuan in 2024.
Shang Alang, Deputy Director General of the Provincial Department of Industry and Information Technology: “Through targeted cultivation of key industrial chains and accelerated project development, overall revenue has grown significantly. The number of leading enterprises in the chains surged from 20 to 41, while affiliated firms expanded from 441 to 774.
Shanxi has intensified innovation efforts by building high-level R&D platforms and enhancing support for small and medium enterprises.
Pan Haiyan: “Thanks to these measures, the province’s SME count has surpassed 1.2 million—a 50% increase since 2020. In 2024, SMEs above designated size generated 1.75 trillion yuan in revenue, accounting for 54.2% of the province’s total industrial revenue and playing a pivotal role in stabilizing growth.”
Residents now enjoy faster networks and richer AI applications, backed by cutting-edge digital infrastructure. As of July 2024, Shanxi had deployed 115,000 5G base stations, ranking first among the six provinces in central China with 33 per 10,000 people.
Liu Yong, Deputy Director General of the Provincial Department of Industry and Information Technology, and Spokesperson: “The province also established 514,000 standard data center racks, equivalent to 51 super-large data centers. This massive computing power cluster forms a reliable “digital artery,” fueling Shanxi's digital economy.”
Now, Shanxi's green transformation has also yielded significant results. Aligned with China’s dual carbon goals, Shanxi has pioneered green industrialization, achieving early fulfillment of energy efficiency targets for industrial enterprises. The province has built a robust green manufacturing system, laying the groundwork for low-carbon development in the 15th Five-Year Plan period.
